Combined space operations and orbital coordination

Allied space operations require coordination among partner nations for shared space situational awareness, protected communications, and combined orbital operations. Thalorin supports allied space programs with compliance infrastructure addressing multinational space security requirements.
Operation Olympic Defender reached initial operational capability in 2025, against criteria that included a defined scope of national input, a plan to synchronise communication between partners, and approval of a first campaign plan in April. Seven nations run it — the United States, the United Kingdom, Australia, Canada, France, Germany and New Zealand — New Zealand having joined in September 2024 and France and Germany that October. A campaign plan changes what participation costs a partner: national contributions, tasking arrangements and a shared common operational picture now run against a document rather than a relationship.
There is no single authority to share. The Department of Defense provides space situational awareness services and information to non-United States Government entities under 10 U.S.C. 2274, and since 1 January 2024 only where it determines the sharing is necessary to US national security interests. Civil and commercial traffic coordination sits with the Commerce Department's Traffic Coordination System for Space. NATO runs a separate pipeline through Alliance Persistent Surveillance from Space and its Aquila virtual constellation. One observation can be releasable in one channel and withheld in another.
What is consistently underestimated is that Space Policy Directive-5 states principles, not an assessable control set. It directs cybersecurity-informed engineering, the ability to retain or recover positive control of a space vehicle, and planning against jamming, spoofing and supply chain compromise — and names no baseline, no assessor and no certificate. When a partner asks for evidence, what exists is NIST IR 8270 and NIST IR 8441, the Hybrid Satellite Networks profile finalised in September 2023, and neither confers a status anyone can cite in an agreement.
This becomes tractable when the caveat travels with the data. Thalorin binds to each product, control and piece of evidence the releasability determination it was approved under and the arrangement letting a given partner hold it — a 2274 arrangement, an APSS contribution, a bilateral SATCOM agreement. One control state then projects into each partner's accreditation without flattening what each is cleared to see, and a caveat that changes resolves to the products it touches, which is the difference between a review that finishes and one that never starts.

The 2274 test is a determination about US national security interests, taken case by case. A partner planning around a standing feed and the Department's authority to provide one stopped being the same thing.
Three pipelines, one operational picture
Arrangements under 2274, NATO's Aquila constellation under Alliance Persistent Surveillance from Space, and Commerce's Traffic Coordination System for Space carry overlapping observations on different terms. Reconciling them is a releasability problem before an integration one.
SPD-5 has no accredited assessor
The directive states cybersecurity principles for space systems and reaches government and private systems alike, but defines no baseline, no assessment method and no certificate. A partner asking for proof of compliance is asking for something that does not exist.
Cryptographic release is its own chain
Allied access to protected SATCOM depends on cryptographic interoperability, and releasing controlled cryptographic material to a foreign government runs through the communications security release process under CJCSI 6510.06A, led by the National Security Agency, which a system authorisation does not satisfy.

Which countries are in the Combined Space Operations initiative?
Ten: Australia, Canada, France, Germany, Italy, Japan, New Zealand, Norway, the United Kingdom and the United States, per the Principals' Board statement issued after the board met in Colorado Springs on 17 April 2026. CSpO is a policy and coordination initiative under a memorandum of understanding, not an operational command; it published CSpO Vision 2031 on 22 February 2022 and now prioritises delivering capability in support of Multi-National Operation Olympic Defender, the smaller seven-nation operational construct. Senior officials next meet in Oslo in December 2026.
Can a space system be certified against SPD-5?
No. Space Policy Directive-5, signed 4 September 2020, states cybersecurity principles: risk-based, cybersecurity-informed engineering; the ability to retain or recover positive control of a space vehicle; protection of command, control and telemetry links; protection against jamming and spoofing; and supply chain risk management. It still sits among current US space policies as of August 2026, but names no baseline, no assessor and no certificate, so a claim of SPD-5 certification is not a claim about anything.
How does the US share space situational awareness data with allied governments?
Through agreements under 10 U.S.C. 2274, which lets the Secretary of Defense provide SSA services and information to non-United States Government entities and obtain data from them. The entity must agree not to transfer what it receives to any other entity without express approval, may be required to reimburse the Department's costs, and accepts any further terms the Secretary considers necessary. Since 1 January 2024 that provision is limited to sharing necessary to US national security interests.
What is APSS, and does it replace bilateral space data sharing?
Alliance Persistent Surveillance from Space is NATO's space-based surveillance programme, launched in February 2023 by 16 Allies together with Finland and Sweden, then still invitees. It moved into implementation in July 2024, when defence ministers from 17 Allies signed a memorandum of understanding; nineteen Allies now contribute the equivalent of more than USD 1 billion. It builds Aquila, a virtual constellation linking national and commercial satellites rather than procuring NATO-owned spacecraft. It replaces nothing: contributions stay under national control and national release rules, so the same data can reach NATO and a bilateral partner on different terms.
Can a partner nation use US military SATCOM?
Only under an instrument that grants it. Australia bought two Block II satellites into the Wideband Global SATCOM constellation, and Canada, Denmark, Luxembourg, the Netherlands and New Zealand partnered on the Block II follow-on spacecraft in exchange for access; Poland and Japan signed agreements to join in 2024. Access is not only contractual: the terminal must be cryptographically interoperable, and releasing controlled cryptographic material to a foreign government is a separate approval, governed for communications security by CJCSI 6510.06A.
